川普对孔子学院下达的一项行政命令 被拜登撤销

[美国前总统川普卸任前下达行政命令，要求各级学校和教育及文化机构与中国孔子学院的关係必须透明化，如今这项政策已被「悄悄下架」，引发右派媒体挞伐。

　　「新闻周刊」（Newsweek）报导，川普在1月20日卸任前不久颁布一项行政命令，名为「建立学生与交流访问计画认证学校揭露与孔子学院及课堂协议的要求」。

　　这项命令规范美国凡是经认证可进行海外交流的大学和从幼儿园到高中的各级学校，必须公布与孔子学院或孔子课堂的任何合约、合作关係或资金往来。中国的孔子学院以国外大学为合作对象，孔子学堂则是在幼儿园到高中开设。

　　这项政策也适用于获得中国直接或间接资助的其他中国文化机构或团体。若未依规定呈报合约、合作与资金往来等资讯，美国相关学校或机构的「学生与交流访问计画」的认证会被撤销。
　　部分右派媒体和川普的支持者提到拜登(专题)这项决定时的说法引起争议，被其他媒体拿来做文章。

　　除了批评拜登此举等于收回川普对中共在美国校园宣传所下的禁令，他们说拜登「让中国的宣传渗透到我们的大学校园，藉此报答中国」。

　　保守派报纸「国家脉动」（The National Pulse）8日报导此事时，标题是「拜登悄悄撤回川普对中共在校园宣传禁令」。

　　新闻周刊对此持不同看法，并指上述说法「错误」。它的报导说，拜登「确实撤销了」川普时代一项有关中国资助教育计画的政策，但那项政策只是要求幼儿园到高中各级学校以及大学揭露他们与这些计画的关係。

　　新闻周刊说：「从来没有针对『中共宣传』进入校园的禁令。」

　　但这篇报导也说，若干教育工作者及美国大学教授协会（American Association of University Professors）曾指出，凡是牴触孔子学院「任务」的教材，像是提到台湾(专题)、香港(专题)、西藏与民主，在课堂上会受到抑制。

　　新闻周刊的报导并引述英国广播公司（BBC）报导说，孔子学院总部总干事许琳表示，参与教学计画的老师应告诉发问的学生：「台湾属于中国。」

　　报导说，总计近年来至少有45所美国幼儿园到高中的各级学校和大学终止了与孔子学院的教学合作计画。

　　川普政府在去年8月宣布，孔子学院美国中心是中共的外国代表机构，并指控这种有争议的教育伙伴关係是针对美国大专院校及幼儿园到高中各级教育机构的宣传行动。

　　但新闻周刊的报导说，川普在宣布孔子学院美国中心为中共的外国代表机构以及在卸任前夕下达行政命令时，均未完全禁止孔子学院或孔子课堂计画，也没有针对这些计画能教什麽、不能教什麽提供指引。

　　目前不清楚拜登撤销川普这项命令的原因。
